The Moline-Coal Valley School District’s Human Resources Department is responsible for all staffing, recruitment, employee relations, negotiations, and employee codes, and employee benefits packages. Our Department’s purpose is to serve the District and the community by establishing, developing, and maintaining a high quality work force for the education of our students in District 40.

Flexible Spending
The Flexible Benefit Plan provides the opportunity for eligible staff to redirect a portion of compensation to the plan to provide pre-tax funds for medical and dental expenses, required monthly contributions for dependent medical health insurance premiums and dependent day care expenses incurred during the plan year. Salary dollars withheld and not used are forfeited. Expenses must be incurred during the plan year (i.e. September 1 through August 31 of the current year) and paid by the employee to qualify for reimbursement through the Flexible Benefit Plan.

Substitute Teacher Instructions
Substitute teacher applicants need to come to the Allendale District Office to apply.
Substitute teacher applicants need to bring in the following items:
- A teaching certificate registered in Rock Island County,
- A copy of original college transcripts,
- Results of a physical with a TB skin test, (not more than 90 days old),
- Fingerprints completed within the last 90 days (this can be done at the Regional Office of Education),
- Required identification (example: a driver’s license and social security card, or a passport).
- Social Security Card – For payroll purposes
Fingerprints are done at the Regional Office of Education, there is a fee for this -$60 cash or $63 by credit
card (Visa or Master Card). Once all paperwork is completed, the applicant's name is placed on the Board agenda for approval at the next Board of Education meeting.

The District’s routine vision plan is administered by UnitedHealthcare. The vision plan is a voluntary plan paid for by the employee. A summary of the District’s vision insurance plan may be viewed by accessing the attachments below.
The District’s life insurance and long term disability (LTD) insurance programs are currently administered by Blue Cross Blue Shield of IL. The District provides eligible staff with $50,000 worth of term life insurance with the ability to purchase additional coverage for the member and dependents.
The District provides an Employee Assistance Program (EAP) through ComPsych via Guidance Resources. for staff members and their families. The EAP may be accessed by calling 866-899-1363.
