Student Directory Information

The District is prohibited by law from disclosing identifiable student information to the public and/or commercial entities under the Illinois School Student Records Act (ISSRA), 105 ILCS 10/1 et seq., and the Family and Educational Rights Privacy Act (FERPA), and their implementing regulations [5 ILCS 140/7(1)(a) and 5 ILCS 140/7.5(r)]. 

The District may release directory information only under the following circumstances: in District-sponsored publications; on the District’s website; on the District’s social media accounts; to news media for the purpose of celebrating the activities and accomplishments of the District’s students; to District-sponsored student organizations; and to recognized parent organizations under Policy 8:90.  The District does not release directory information to the general public or to commercial entities, except as otherwise stated herein.

Student Records Information

Student records are protected under the Family Educational Rights and Privacy Act (FERPA). Parents, or students who are 18 or older, must provide written consent to access student records, unless the records are being shared under the following circumstances:
● Other schools in cases of transfer
● School personnel who have educational need
● Law enforcement (i.e. state and local juvenile arthritis) with crime-involved student or for case management
● Extreme cases of health/safety emergencies
● DCFS Youth in care caseworker
● Court-issued subpoenas
● Directory info or info stripped of identifiable details

Once a student reaches 18 years of age, he or she becomes their own records custodian. However, if the 18-year-old student is still claimed as a dependent for tax purposes, schools may continue to allow the parent(s) claiming dependency access to educational records without the 18-year-old’s consent.

A parent who wishes a non-guardian individual (i.e. grandparent, friend, aunt) to have access to educational records or communication about student progress with school personnel must provide signed written consent for records release to a 3rd party. This consent will be kept on record in the student’s file. Only legal guardians will be listed in the student information system as “Family” or “Guardian”. 

Student records, temporary and permanent, will be scanned into an electronic warehousing system for the Moline-Coal Valley School District. Under state law, temporary student records are destroyed with state permission & public notice 5 years after graduation, and permanent student records are destroyed with state permission & public notice 60 years after graduation.

To request student records for current students, grades PreK through 8, send the appropriate request below to the main office staff in the building. For former students who did not graduate from Moline High School, send the request to the building office of the highest grade attended. Contact the building administrator or administrative assistant for additional questions.
